I built it a long time ago, and I remember having the same problem.
It's a little vague, but I seem to remember the problem was with a
Technic Bush on the axle that holds the wheel that blocked the
movement towards the locked position. IIRC I just moved it about 1/2 a stud
down the axle and it worked fine (perhaps you can use 1/2 Bush
instead).
If that makes sense - great. Otherwise, well, it really was a long time ago...
