I'd guess the studless beams are cheaper to produce. The technic bricks
look like they require a more complicated mold, because the pieces have
cavities on all four sides: the open studs on top, the hollow underside,
and the holes through the brick. I don't know hardly anything about
molding, but I do know that you've got to be able to get the part out of
the mold after the plastic has set. For simple pieces, you only need
two-part molds. With inclusions on all sides, you need more pieces--at
least three, probably four (because the horizontal holes have larger
rim-holes on both sides, so different mold-parts are needed for each side).
For the studless beams, you'd only need two-piece molds. Simpler and
cheaper.
Plus, I'm guessing that making working studded connections requires finer
tolerances in manufacturing than pegged connections. Studs are only held
in place by flat-surface friction. Pegs have lips, so pegs 'click' into
pegholes.
