You can now get to Onu-Koro (rock people) via: (1) The sandstorm in the desert west of Po-Koro is gone, you can now take a "Taxi Crab" (!), or (2) as Corman4 said, you can now pass through the fire village of Ta-Koro and go through the tunnels.
