Like others have mentioned, that has been the rumor, but I've never
heard/seen/read a confirmation or denial.
On the boxes, there is a disclaimer:
"All Star Wars elements are property of Lucasfilm Ltd. and/or Lucas
Licensing Ltd."
This has led to confusion. The quoted statement doesn't refer to *LEGO*
elements (aka, bricks, aka, pieces). It refers to *design* elements. It
means the stuff that looks like Star Wars (printed stuff, ship designs,
characters, etc) belongs to Lucas, not TLC.
It seems clear that there's an unclear division between new parts that TLC
can use in other playthemes, and pieces that are inherently Star Wars
based. Elements like Jar Jar Heads and Battle Droid Heads are very likely
to never be seen in LEGO sets (other than new Star Wars sets, of course).
Things Battle Droid body parts (other than the head) actually look very
little like what *I* saw in the movie, so it seems likely TLC is free to
use them in other sets. But what about the minifig rebel pilot helmets
(without printing)? Or the lightsabre hilt? Taken out of context, are
these pieces still obviously Star Wars-ish, or not?
