You are completely right.
Jedi Luke is different- my understanding is that the hands are different from
Skiff Luke, and that is the only difference. Unless he also comes with a
cape and hood- does he? But both of those things (hands and cape/hood) are
easily modifiable from existing minifigs.
Green Ninjas and Black Samurai armour, on the other hand, are totally unique.
