Whoever he is! :) I'm guessing that the guy who put up the site was guessing at the names of the characters he got the pictures of too, especially by the way (...) Assuming these are prototypes, it could be that the mini-fig modeling shop just made up bunches and bunches of different figs, to see what they'd look like, and so the people making decisions about what sets to produce, and what would go in (...)
