It says two things 1) he has a helmet with an open visor that needed black
showing through (like the new Imperial Guards) and 2) that giving him a
normal head would basically have declared him a human being. We know this
from reading the expanded universe books but LEGO is only working with info
from the movies where there is no indication whether he is human or alien.
Don't forget folks that having a variety of minifig skin colors would not
entail just heads but hands as well. We would not be able to BST heads
without the corresponding hands (unless all of your minorities wear gloves.)
Not to mention bits of bare flesh that occasionally show up on legs or arms
or necklines.
