Looks from the exterior pics there is another floor above the lounge? Is
that just to house the motor for the sign?

Yeah, theres nothing above the lounge except for the motor and battery box to
make the sign work. That and its slightly domed so that it looks cool.
Pretend that all the life support and power generation equipment is up there.
Now, how its accessed by the maintenance workers is left as an exercise to the
viewer :)
