Here's what I found out about the Scout and the USB tower:
If you are Programming the Scout in NQC or using the Brixc Command Center, the
USB tower and the Scout will communicate just fine.
HOWEVER, if you are trying the use the Scout Software Development Kit (SDK) from
LEGO, you need a serial tower. The reason for this is that LEGO released the
Scout SDK before the USB tower and never updated the software to be compatible
with it.
I was able to answer my own question.

They work well but I have to set the USB IR Tower range to short (through the control panel of my WINDOWS 98) for downloading NQC programs. Otherwise, (...)
