I haven't tried any adhesives on my tracks yet, but I was thinking of trying
hot-glue if it doesn't melt the LEGO's or some tub caulk. School glue and/or
wood glue (leaning more towards wood glue) may have enough strength to hold and
it dissolves in water.
If those options would have proved futile, then my last ditch thought was going
to be to sacrifice a few plates and treads ahead of time and permanently affix
them to one another.
Now that I'm thinking about it... another option (as tedious as it may sound)
might be to take some thread (sewing, embroidery, or cross-stitch) and tie the
plates to the tread links.
