"unlimited", to the extent of how much RAM you have. NQC is only limited
because it uses the RCX firmware. IC4/legOS/etc dont.

I don't believe IC4 comes with any specific RCX<->RXC communication libraries.
But since the IC loader can talk to the IR tower, you always have the ability
to write your own routines to send/receive data via the IR port, and code your
own protocols. In theory you could even code up a lightweight IP stack... :-)
The docs are pretty thin, but there's a couple of PDFs in

There's an IC tutorial at http://www.kipr.org/curriculum/programming.html
Also check out the example programs that get installed. They're mostly written
for the Handyboard, but they give an idea of the programming environment that
Interactive-C provides.
Note: theres MacOS9, MacOSX, Linux and Windoze flavors too.
