Are you using a version of RCX Command Center that supports the Scout?  The
original RCXCC did not support Scout and only the recent updates made by
others have added Scout support.  I have just started using the version put
out by John Hansen and it does support the Scout.  I just tried it on the
Scout the other night with a very simple program.  Something like:

task Main()
{
  OnFor(OUT_A, 100);    // run motor for one second
}

When you are using just On(OUT_A), the program may be turning off the motor
so fast when the program is done that you don't even notice it run. Though
it seems you should at least see a small nudge.

Here is John Hansens post on his version of RCXCC.

(...) Are you *sure* it didn't run? A program with just one instruction would run in less than a thousandth of a second - you might not notice! (23 years ago, 12-Apr-01, to lugnet.robotics)
