I have an almost identical laptop (LTE 5280, same hardware, different
CPU) and the tower works just fine for me.
The green LED seems to come on when the tower is powered up. It
turns off to save batteries when it hasn't been used for a while (or
that is what I remember having noticed).
You do need to have the RCX and tower pretty close if they are both
set to the small triangle. If you put them on the large triangle
mode it sends much stronger IR and it can be picked up from farther
away. It could also been the lighting is interfering with the IR.
