How do you contact Consumer Affairs? I don't know the number or web
address.

Head to www.lego.com and search for Consumer Affairs in
the search box in the upper right corner of the page.
Click on "Help" in the results page.  Search for the
text "Consumer Affairs" in the page.  There, you'll see
a US Toll Free number, 1-800-422-5346.

Once on the phone, press 2, and wait for an operator.  I
explained how I "wanted a 1.5" but "got a 1.0" and the
nice fellow took my address and said to expect the
upgrade kit in about 2 to 4 weeks, free of charge.
