I think it depends a lot on the weight of the robot and the type of mobility used.
For instants, when I use tracks on my CyberMaster, 1 is very very slow and 7 is fast. All the other numbers between have speeds more or less according to this graph (fixed width font):

But then, CyberMaster's internal motors may not behave like external ones...
