Definitely get the RIS. The price difference is usually < $50 US, but the
RIS offers significantly more in the way of pieces and flexibility.
As for programming times, you're going to see a huge variation. I'd say for
most projects using the RCX Code (Lego's drag-n-drop interface), you would
be unlikely to spend more than an hour--it's very easy and fairly rapid. If
you're tackling NQC, you might need to square that number (or not, depending
on your background). Of course (and here I may get sneered at--but probably
not, this is a very good natured group), you can use _both_, using RCX Code
for the quick-and-dirty tasks and NQC when you've pushed RCX Code to the
limit (such as when you want to use variables or compare two sensor values).
