This is what I have used for a five second delay on my
Technica splash screen:
<head>
.....
<meta http-equiv=refresh content="5;
url=http://w3.one.net/~hughesj/technica/t_contents.html">
....
</head>
Just put this in your <head> section and indicate the URL.
Not technically sophisticated but efficient.
