Which set is this Pirate found in?

Dear Pirate Fans - I need some help.  I'm trying to build up a collection of
Pirate mini-figs that can be used to represent 18th people (civilians).
There is one figure in particular I'd like to get my hands on but he doesn't
seem to be widely available.  So I'm wondering which set I might find him in
(if I can afford it of course).

The figure I'm interested in is cataloged as "Pirate 8" on Brickbay.  He has
a orangeish/tan open waistcoat, a white ruffled shirt and a belt across his
chest.  The picture I've seen also has him with brown legs and a black
tricorn hat.

Can anyone tell me what set this figure came from?  Am I crazy thinking I'll
ever track down one (much less several) of these figs?
