From my own experience:
*Leg assembly (left leg, right leg, and hip pieces) is counted as one
piece.
*Torso/head assembly (head, torso, left and right arms, both hands) is
counted as one piece.
*Any head gear (excluding the visor, feather, etc.) is counted as one
piece
*Visor is counted as one piece
*Feathers (wheel of them) counted as one piece
*Tools (wheel of them) counted as one piece)
In general, any part shipped in bags as a one piece is counted as one
piece (the above items, four-coin packs, four-flower packs, 2x4 plate
hinges, 4x4 and 2x2 turntables, any pieces that shipped as a wheel -like
tools and feathers-, small space shuttle wheels, etc. etc..) And in
general, official piece count does not include regular extra parts (like
1/2 pegs or 1x1 tiles or 8-teeth gears or visors or small levers or...)
