In the US (which is what matters here), 18 is the voting age. This is the
commonly accepted age of adulthood in the US (though drinking and smoking
usually require being 21, and 16 is the age of consent for many things, though
kids well under 16 have been tried as adults). Note that NELUG also considered
21 (which ultimately is the safest age to pick if you are truly concerned
about liability issues unless you absolutely won't have any alcohol or
cigarettes around - unfortunately our legal system actually leaves 18-21 year
olds in somewhat of a bind, it is quite reasonable for a youth group to
restrict itself to people under 18, and for an adult group to restrict itself
to people over 21).
