A possible alternate method might be to use the state's area code as a
prefix, like the phone numbers.
Ie, LegOz [year].[state code].[event number]
NSW would use LegOz 2001.2.1, 2001.2.2, etc.
Vic would use Legoz 2001.3.1.
The other states can use their respective numbers.
Does this mess up the Taswegians? I can't remember if they use the same code
as Vic. I know that it would mess up any Broken Hill Lego groups, but I
don't think that these exceptions would make the system any worse than it is
now. :)
