It's the control file ("specification", I suppose) for making an RPM
package. It's pretty common in Linux distros these days (Red Hat, Mandrake,
SuSE, TurboLinux, Caldera, Yellow Dog, LinuxPPC, off the top of my head....
and of course BU Linux) and it's not technically even Linux specific,
although I haven't seen it used in practice on any other platform.
