Interesting, I guess either of two cases would apply:
1. They're trespassers. I guess the property owner is responsible for
dealing with the bodies (though his community security agreement which funds
the police may provide for a community response, but that is up to the
members of the community). Of course if he can find someone who smuggled
them onto his property, he can sue that individual for the cost (and perhaps
also charge said individual with trespassing).
2. They're welcome on the property (because the owner is charitable).
Property owners responsibility (and depending on just what kind of
charitable activity is going on, the owner could even conceivably be guilty
of a crime).
Sounds like the property owner is responsible.
I don't think it will be much of a problem. These hypothetical immigrants
will either be coming looking for work (which is certainly the case for
almost all the "illegal" immigrants to the US), or they are fleeing war (in
which case I suspect there will be sufficient charity), or they are fleeing
an unjust society (and are coming "here" because it is known that there are
charitable organizations who welcome them).
