Non Neocon Republicans might very well vote for Kerry in preference to Dubya and
his wild Federalism and Imperialism. At the very least, those true
Conservatives might simply withhold their votes for Dubya, even if they dont
vote against him.
Anybody but Bush is a rallying cry, rather than a formal statement of
strategy. Much like Compassionate Conservatism (which has turned out to be
neither) was intended to energize a voter base, Anybody but Bush is intended
to resonate with people who recognize the imperative of getting Dubya out of
office.
