And, from another post of yours, name a country which at one time or
another hasn't disallowed genocide, in some form?
I am not sure if you understood what I said.

I suspect you did not mean what you wrote.

You said "what country has not banned genocide". Australia.

Thats about what I wrote, at one time or another, every country is guilty
of the same thing (allowing genocide).  I don't know if Australia is still
allowing it or not, but I am sure there are more than a handful of countries
that are.  But let's not argue about semantics, but see what else you have
to say...

I suspect you meant the opposite, in which case New Zealand is the answer.
NZ was formed by treaty between its inhabitants and the Bristish crown,
after a period during which the British failed miserably to subdue or
exterminate the Maori. When it became obviously impossible the British
signed a treaty rather than risk the country becoming a French colony
(bleakly amusing, given our history of dispute with the French ever since).

Wow, Moz - second word (1) I've read today (also in the month's I have
been on Lugnet) that I did not know.  BTW, if you are going to use words
that I don't know, please spell them correctly (in US English), OK?  Anyway,
who are the Maori?  Sounds like beings from Star Wars.
So you are saying that the Brits and people in power in New Zealand
decided against using genocide, because they weren't capable of carrying it
out?  Or am I really lost?  If thats what you mean, then good for them, and
thanks for answering the question (you could have said the Cayman Islands,
too).

I meant, name a country that has not persecuted its own minorities.

I doubt that there is one, simply because the practice is so terribly • common.
Perhaps South Africa, because they persecuted their majority :)

  Smartass! :-)
Moz

1 - the other word I did not recognize was Moz' stevodoring (which in
America is stevedoring).  Thanks Moz, you made my day, and its still early.
