(assuming your a demo branch demopublican speaking, else it's "the President
doesn't control the economy, unless 1) it's strong and he's a Democrat or 2)

No, in my opinion the real correct statement is
"the President doesn't control the economy, as in he can't force growth, but
he DOES control the economy, because he can propose stupid stuff that causes
lack of growth or other problems when enacted"
