AFAIK, double jeopardy is where you are _TRIED_ twice for the same offense.

I believe that the States Attorney slapped them with both just to cover if the jury
cannot find for 3rd Degree Murder, but can find for manslaugter ...

Usually murder cases have both 1st & 2nd ... 2nd & manslaugter ... or a combination
of charges, just in case the jury cannot find for the greater offense, they can find for the
lessor offense ...

And if the feds also charge them with 110 counts of 3rd degree murder and
manslaughter (or whatever criminal charges the feds want to slap on them),
isn't that merely duplication of the prosecution?

No ... the jury can consider both types of offenses when deciding if they committed
a crime ...
