No, the idea was that they'd invite other nations to send representatives to
witness the event-- not that we couldn't have merely recorded the event
anyway. At least such was my understanding. I don't remember if it was
explicitly said, or whether I simply had inferred that upon hearing it, but
I do remember the logic being that the US would be publically embarrassed if
the bomb test failed. And the other key element I didn't mention was that
IIRC, we had 4 bombs available to use. If it *did* work, we would have
wasted a rather valuable bomb.
