Well if the guy lived in Northern Island I bet he'd be put away under the
prevention of terroism act. In the right climate a government will make for
itself, laws strong enough to defeat the current challenge against it. My
earlier answears may have been a bit over simplified. A civil case is
generally only brought in this country if the CPS (Crown Prosecution
Service) think they can win it.

Who scares you more? Me or the bloke with prior convictions locked away for
writing the filth.
And maybe the 20 years comment was a bit of a gut reaction. I'd be
satisified if they detained him indefinately, gave him psytriatric care and
released him once he was deemed to be re-habilitated. I think the fact his
actions we're discovere'd shows the system working for once.
