I'd say Rockenbok is reasonable to discuss here since it is a building
system with components which will interlock with Lego.

One thing I've noticed from looking at it at Zany Brainy: The road
"plates" don't have tubes on the bottom, it would appear that the only
way to connec to to Lego is on the top.

Bring a pocket full on Lego bricks the next time you go to Zany Brainy
and see how it looks and works.
If after this play you still think it would work for your needs, pick up
a single pack of deck plates, and try it at home for real construction.
