I just got a phone call from one of the Lego Outlets (can't remember which, maybe they didn't say - I'd venture a guess that it was Georgia). The reasons why I suspect it was a returned item: 1) It was resealed like new 2) the instructions were obviously well used. 3) many of the bags were opend just enough to allow for the passage of certain parts while keeping others inside. One WalMart I was at yesterday, had their entire pile of Lego Racers (small boxes, ~9 pcs) marked down to $1. This happened to be a smaller WalMart, so I'm not sure if this is on sale everywhere.
