I think it has more to do with the fact that the set is a promo.As in Shell is
using the sets to promote their gas stations.
They are using new sets each week or so to draw people into their gas stations
to buy Shell gasoline.
They want us to come to the gas station at every fillup to see what set has
become available. It would not do Shell any good for them to sell all the sets
at once. I do not usually get my gas at Shell - they are at an intersection
with 3 other stations all with gas the same price, and Shell is at the least
convenient corner for me. But now I will be getting my gas at Shell - until the
promotion is over and all the Lego is gone.
As a gas consumer, I have no problem with their promotion.
As an AFOL, that's a different story :-)
