The reason that they arent allowed to sell the larger sets yet would be this: they only have a limited supply of the larger sets and once thats gone they cant just call up lego or shell and get more AFAIK. So they dont want to start selling them now so that when xmas does come around there are still enough large sets on the shelves to go around for those people who want to buy them as gifts etc.

(...) I think it has more to do with the fact that the set is a promo.As in Shell is using the sets to promote their gas stations. I stopped at 2 Shell stations today. One station only had the little sets. There was a hand written sign that said $1.49, no mention of a mandatory purchase. The other station I stopped at had a huge display of all the sets. I think they were just (...) (24 years ago, 7-Nov-00, to lugnet.promo, lugnet.market.shopping)
