Well, maybe.
But if I happen to send you cash and you happen to take it, the
connection is tenuous. They'd have a hard time showing what precisely
was traded to incent me to do so, after all.
Besides, I'm not assigning or trading the rebate, I am paying you a
marketing allowance using funds that the rebate generated.
