My recollection is that that the Divers set was 1782,
not 6559. And yes, they were more like 50% off last year,
whereas the sets are only about 1/3 off this year. (Except
for that Town Jr set that has little to recommend it.)
I'd say your observation is spot on. Costco had sets in bulk last year and they were a bit older, and quite a bit better sets in terms of value vs retail and set intrinsic quality (unless you LIKE juniorization).
