Hello Jeff,
I sold quite a few "small packet" worldwide.
I had the same experience with some PO but the rule is to follow the booklet
rules! That's it! There is 4 employees in my local PO and I know that with 2
of'em, I can go back home with my parcel.
I suggest you to find an other PO close by, where they are "looser" or more
friendly. This is very confusing anyway, because they have a "packeteer"
which allows only small packets and theire is the Dimentionnal Weight so
according to some employees, they go with the more expensive one!
But according to CanadaPost when I called they told me to go by the booklet.

BTW, I NEVER had a SP returned.
