The Zellers stores around here (Guelph, ON) have a few of the high end sets. I've seen the soccer championship and the knight's kingdom castle on the shelf, as well as a lot of the rockraider HQ sets. They've also stocked the 4561 train in the last (...) (24 years ago, 16-Nov-00, to lugnet.loc.ca)

In the US it's sometimes a promotional set, as in, TRU tried to GIVE them away with purchase of any $20 Lego set. At one TRU I saw dozens of them sit there for a long long time. (...) I don't think it's a rare set in the US. I've seen them at Wal*Mart, and I think they're at Kmart and TRU as well.
