Brad calls them "Imperial Armada", which is the name of the series apparently.

According to Fibblesnork the older sets with red flags are "Imperial
Guards", and the ones with the blue flags are "Soldiers".  The Spanish-style
sets are called "Imperial Armada".

Fibblesnork calls the Armada minifigs "Conquistadors", which is probably a
good name for them.  The old red coats look to me like British Marines and
are the only pirate minifigs I would personally refer to as soldiers. :)

Well that's me anyway.  I blame Lego for overusing the word Imperial. :P
