I've found that a carefully cut piece of heavy construction paper inserted
between the torso and legs can be used when you need to hang a scabbard off a
minifig's belt - I'm sure the same would work for the Celts' tackle. If you
really wanted to get the full-on Celtic vibe you need to mix in some blue
minifig parts with the yellow to get the 'woad' look going on.
