Look at the facts. in order to change the rate of the GST the government has to
get legeslation through parliment. Do you think that the senate is going to
allow that?
They would also have to get legeslation through parliment in order to change
anything to do with the way the gst rate is set. Therefore there is no way that
any prime minister (now or in the future) can increase the rate without passing
legeslation through parliment. Given that the senate is set up so that the
ballence of power is always held by the minor parties/independents and that all
of the minor parties are poopsed to an increase then the GST will stay at 10%
for the forseeable future.
