Jeff,
LA and San Diego County run separate transport systems. They meet at Oceanside
Transit Center just inside SD county.
I don't know the LA system, I think it's called MetroLink. But I do know they go
to Oceanside. You may also want to use Amtrak to get there, as suggested by
others.

(that'll probably wrap, it's the Pacific Surfliner route)
The bus that goes to Legoland is #344. It stops at the north coaster station in
Carlsbad called Carlsbad Village (there are 2 coaster stations in Carlsbad).

To get from Oceanside Transit Center to Carlsbad Village station you can take
the Coaster or a bus like #101:

Of course all of this is for a normal weekday. Everything changes for weekends
and holidays.
