Mike,
I keep track of rare parts. The hat you are talking about is not a rare part,
but rather exists in a rare color. Black is harder to find, but the truely rare
color is yellow. The hard hat only appeared in Yellow in 2 sets.
Another rare color hat is the red fire helmet. This was pictured on the cover of
an idea book, but I've yet to find a confirmed case of its existance 'in the
wild'.
As for rare parts, there are several Train parts that are rare, due to being in
only one set. I think the whistle is considered the 'rarest' of the Train
series.

Mr. Istok was an inspiration for my own collecting. I have specifically targeted

I also found some rare variations (like a white spats version of the policemen)

| (...) I would say the hard hat in Maersk blue is more rare than the yellow hard hat. It was only in one set (AFIK - #1651), and that was a promo set. Plus there are 2 yellow construction helmets on BL now and 5 sold in the last 6 months - as opposed (...) (21 years ago, 22-Dec-03, to lugnet.general)
