I'll recommend Dotster for domain registration, and pair.com for hosting.
I've been running Brickfrenzy.com on pair.com for over a year now, and even
when I posted the Nebuchadnezzar and received ten times my usual bandwidth,
I had no problems. Pair won't shut you down if you exceed your alloted
storage or bandwidth limits, they'll just charge you more.
The basic account is $9.95 per month, and gets you 100 MB of space and 3 GB
of bandwidth per month. Overuse charges are very reasonable too, especially
for space. Dotster charges $15 per year for a domain. Though if you want
it and your hosting together, pair also does domain name registration
(though it's a little more expensive)
I've never had any downtime issues or availability problems with pair.com,
so I'm a happy customer.
