No doubt the licence fees have something to do with it, but also:
It is likely that the Famous Planes set is able to be offered more cheaply
because the costs of sales and distribution are considerably lower when
offered directly rather than through conventional retail outlets.
The apparent good deals on other S@H exclusives (eg blacksmith shop, Santa
Fe loco, guarded inn) bear this out - not only compared to licenced products
but also to other retail release ones (eg Alpha team, Knights Kingdom).

I think you're half right there. It's definitely more expensive.
