Not yet (but see below).
The piece you're referring to is one of the "bendy-arm" pieces
("http://guide.lugnet.com/partsref/moving/arm/"). Specifically,
you're referring to the as-yet-uncoded part "Towball with Stud".
(It's not listed at Tore's parts tracker nor is it listed
in the inventory of parts released for L-CAD.)
As it so happens, I have one of these pieces in my hands
right at this very moment... ;-)
