I don't know the name or part number (assuming the part actually has a
number) but it was used as the main piece for the torso of Maxifigs in the
late 70s, early 80s. The 2 pins are used to attach the arms of the figs and
the hole on top is for the head. Here is an example:

| (...) Yep. You just saved one of the heads from going out with the trash. It didn't say Lego on it, so I assumed that it was some goofy Mega Blocks part. I Tossed it in the junk bag to go to the trash truck in the morning. Saved, with only hours to (...) (24 years ago, 12-Dec-00, to lugnet.general)
