According to www.lego.com/football/ , set 3406 (blue windows) has the team of

they've gotten the number wrong or the set picture. sorry can't be more help.

I can confirm that, since I've built 3406.  There are 5 plain blue torsos
(blue arms as well) and one plain green torso with green arms and black gloves
for the goalie.  The team jerseys are all done with stickers.

Other observations about the bus that are not obvious from the catalog photos:

* there are no minifig seats.  The driver and passengers all sit down on a long
2x16 plate which is then slid into the bus on top of 4 1x8 gray tiles.

* the roof is done with 3 white 4x6 plates, not a 6x12 plate

* as has been observed before, there are 7 train-style window frames,
one of which is in the back

* the set comes with one soccer ball
