New Pacific has a duty to assist

Again the prospect of ships jumping close to inhabited planets has raised its head. With timing that could only be described as most fortuitous, a report from Val Central of an unknown vessel jumping directly to orbit around the planet Darpenime comes only a week before the Commonwealth will debate the budget allocations for galactic aid, and the thorny issue of making sophisticated technologies available to less developed societies.

None of the various political groupings in Val Central has been able to develop jump inhibitor technologies of the kind that have been in use in New Pacific for decades. Aid in the form of these kinds of systems would be in breach of the Commonwealth’s standing policies on technology transfer, yet could save literally millions of lives. While there is no evidence yet that the ship in question poses a threat to the sentients on Darpenime, there is no doubt that had there been a military intention in the move, most of the planetary defences and system security forces would have had far too little time to respond.

While there are numerous forms of Jump Drives, employing various means of moving from point to point without the need to travel through the intervening space, all of these depend on the capacity to open a target point in space, creating an exit portal from whichever alternate dimension the vessel has travelled. In the New Pacific case, jump inhibitors were placed in orbit of most inhabited planets, and then, over a period of almost 30 years, similar systems were placed throughout the sector to prevent unauthorised jumps anywhere in the system. Unknown forms of Jump technology could still open portals, but all known technologies are currently prevented.

Even the welfare lobby itself is split on the issue of providing these systems outside the sector to governments unable to develop the inhibitor technology themselves. The question is about balancing the need for developing societies to learn and grow, both technologically and socially, an an appropriate rate, against the immediate security risk that uncontrolled jumping poses. From the perspective of a humble citizen of the Commonwealth not versed in the intricacies of social development and properly maturing less developed societies, it is hard to see how a society is served by allowing it to be open to the predations of external military powers.

Hopefully, there will not be another Andarxis Prime (where 1.2 billion were killed in tectonic attack launched from three vessels jumping directly to deep inside the planet) before the Commonwealth resolves the issue.
