This might work well (heh, I think i suggested it back in the beginning =shrug=)
then people who want to join can, and those who dont want to wont. However,
visitors to certain sectors can be told 'this sector is guarded by -blank-, and
they'd feel more secure. It would need a lot of thinking upon IMO.
