For example, bringing a complete already built ISD and just swapping it for
the parts that are supplied clearly would not be allowed. Nor would doing so
for subassemblies, the spirit of the contest sort of requires that the build
be of the set that's there.

But can jigs and fixtures be brought? If so, what can they be made of? Only
LEGO(r), or anything?

Nah...lets keep this a pure build. Set parts and hands only. This wasn't
meant to be pre-meditated...you don't know who you'll be working with since
sign-up is on site, so it wouldn't be fair to have assembly techniques ready
to go. The team needs to figure out their best practices on-site.

Similarly, can additional copies of the instructions be brought, or are
participants limited to just the copy that comes with the set being built?
If additional copies are allowed do they need to be original or can they be
photocopied (I would suspect not, since that's a copyright violation,
technically)?

I really don't have a call on this. I suspect that since subsequent teams
will likely do photocopies later on, that we should allow them here.
Otherwise, the instructions for the build set could be torn up, and a new
copy of the book could be requested from LEGO by the eventual winner. I can
probably arrange this in advance, even.
